Jakarta – Menteri PUPR Basuki Hadimuljono mengukuhkan Unit Pengelola Bendungan (UPB) di Gedung Direktorat Jenderal (Ditjen) Sumber Daya Air Kementerian PUPR, Jakarta pada Kamis (20/10/2022). UPB adalah unit bagian dari Ditjen Sumber Daya Air yang bertugas secara langsung melaksanakan pengelolaan bendungan beserta waduknya.
Menteri Basuki mengungkapkan saat ini terdapat 204 bendungan yang dikelola oleh Kementerian PUPR. Selama ini bendungan-bendungan tersebut dikelola secara ad-hoc dan ex-officio dalam suatu Unit Pengelola Teknis (UPT) atau Balai Wilayah Sungai (BWS/BBWS) sehingga fungsi, manfaat, dan layanan bendungan belum terkelola secara optimal.
“Kelembagaan pengelolaan bendungan adalah salah satu faktor internal yang perlu dioptimalkan untuk mencegah kerusakan dan penurunan fungsi bendungan. Saya berharap dengan pengukuhan UPB sebagai unit struktural yang khusus menangani bendungan ini, kita dapat meningkatkan kualitas pengelolaan bendungan dengan lebih profesional,” kata Menteri Basuki.
Menurut Menteri Basuki, bendungan memiliki manfaat yang besar untuk bagi masyarakat, diantaranya penyediaan air baku untuk air bersih, suplesi air irigasi pertanian, pembangkit energi listrik, dan pariwisata. Meski demikian, selain sebagai investasi yang memberikan banyak manfaat, pembangunan bendungan juga menyimpan potensi bencana jika proses perencanaan, pelaksanaan, pengawasan, dan pengelolaannya tidak sesuai dengan kaidah teknis yang berlaku.
“UPB harus dapat profesional dalam mengelola bendungan beserta waduknya, yaitu dengan menyiapkan pedoman operasi dan pemeliharaan bendungan dan bangunan pelengkapnya, membuat rencana kerja, koordinasi pelaksanaan kegiatan, pemantauan dan evaluasi, estimasi kebutuhan biaya, pelaporan dan tindak darurat dalam keadaan bahaya,” ujar Menteri Basuki.
Menteri Basuki juga berpesan agar UPB terus siaga mengamati data dari Badan Meteorologi, Klimatalogi, dan Geofisika (BMKG) karena bencana alam, perubahan iklim, dan cuaca khususnya musim hujan memiliki pengaruh langsung yang besar terhadap pengoperasian bendungan di Indonesia.
“Selain menguasai mekanisme pengoperasian bendungan, UPB juga harus mengenal dan menguasai kondisi hidrologi di wilayah bendungan khususnya untuk antisipasi risiko bencana kekeringan dan banjir,” pesan Menteri Basuki. (Yul)
